UN common country programming

A Capacity Building study on the strengthening of UNESCO capacity to support PRS, MDG, CCA, UNDAF and UNCT processes and a related pilot workshop on integrating UNESCO priorities into common country programming processes held in Saclay in 2005.

The World Summit Outcome document and the High-Level Panel Report “Delivering as One” emphasize the need and importance to improve UN common programming at the country level.

The objective of this programme is enhancing UNESCO’s contribution to the effort of the UN country teams and the country-level programming exercises, and to enable UNESCO to be adequately included in the Common Country Programming documents, so as to assist countries in the attainments of their national development objectives.

A training programme has therefore been put in place and regional workshops have been undertaken in:

• Dakar (December 2005)
• Cairo (May 2006)
• Montevideo (November 2006)

The Saclay workshop report and the final version of the capacity building study recommended that “appropriate training should be given to FO staff involved in UNDAF processes and fund-raising.

Training should be given in relation to country programming preparation, implementation and monitoring…. This should be carried out on a regional and cluster basis.
