Don is a native of Ripley, Mississippi and is married to the former Candace Kendrick of Troy. They have three children: Daniel, David and Britney. Britney is married and lives in the Troy area. Candace is employed by Troy University, University College, as International Site Coordinator. They reside in the Ansley community near Troy.

President, The University of West Alabama
(May 1994 to August 1998)
As President and Chief Executive Officer of The University of West Alabama (UWA), he had responsibility for the supervision, management, and governance of the University in accordance with the by-laws, policies, and directions of the Board of Trustees.
In this position, he initiated, coordinated, and reviewed the development and administration of University policy and coordinated and directed all activities of the institution directly or through his designated representatives, submitting reports and recommendations to the Board of Trustees as required. In addition, he had ultimate responsibility for the management of 300 employees and fiscal responsibility for a $16,000,000 budget. In this capacity he had an in-depth exposure to the full range of managerial issues and responsibilities, including: human resource management, personnel law, fiscal management, external relations, strategic planning, mediation and negotiation.
He was also the primary spokesperson for the University to alumni, the news media, and the general public, with special responsibility to the Governor, the State Legislature, and State and Federal agencies with which the University had dealings.
In addition to his administrative responsibilities, he taught environmental economics in the Master of Environmental Science Program and served as Assistant Coach of the UWA Rodeo Team.
While at UWA, Dr. Hines provided technical support to the Alabama Office of Water Resources, served as a member of the Alabama Interstate Water Negotiating Team, and Governor’s Representative to the Alabama, Coosa and Tallapoosa Interstate Compact, and the Apalachicola, Chattahoochee and Flint Interstate Compact.
Significant accomplishments included establishing fiscal accountability within the University through the merger and elimination of inefficient programs, specialized accreditation for Business, Nursing, Education, and Athletic Training. In the process, he was able to increase the level of course coverage by doctoral faculty from 55 percent to 65 percent. He also introduced a system of “shared governance” within the University through the establishment of Faculty and Staff Senates and the integration of Senate Chairs into the day-to-day decision making of the University.
Dean Sorrell College of Business, Troy State University
(June 1993 to May 1994)
As Dean of the Sorrell College of Business he had administrative responsibility for the administration of business programs on the Troy campus as well as in eight states and in five foreign countries. This responsibility involved supervision for three academic departments with approximately seventy-five faculty in all locations. The business programs student body was composed of approximately 1,000 students on the Troy campus and approximately 2,000 students in other locations. Programs included the Bachelor of Science in Business Administration, the Master of Science in Business Administration, the Master of Management, and the Master of Human Resource Management.
In addition, the Sorrell College housed the Small Business Development Center, the Center for Business and Economic Services, the Center for Economic Education, and three endowed chairs in Finance and Banking, Free Enterprise, and Accounting.
Other Employment History
Alabama Department of Economic and Community Affairs, Assistant Director and Chief of Planning and Economic Development, 1987-93.
In this capacity Dr. Hines had responsibility for state and local community development activities and state planning, including the administration of over 300 grants relating to local government infrastructure development, financial incentives for industrial location and served as Governor’s Office liaison to Alabama local governments. He was principal negotiator and litigation manager for Governor Hunt on certain issues relating to the use of interstate water resources, was instrumental in the passage of the Alabama Water Resource Act and in the development of the Alabama Office of Water Resources. He was also instrumental in the development and implementation of Alabama public water system plans.
He had responsibility through the Governor’s Office for environmental issues and natural resource development activities, including the Alabama Coastal Zone Management Program and Weeks Bay Estuarine Reserve, in association with the National Oceanic and Atmospheric Administration. He also served as the Alabama Drought Management Coordinator.
Also, in this capacity he also had responsibility for the resolution of legal issues associated with the department, and served as litigation manager for all legal issues facing the department, including; interstate water resources, personnel administration, enforcement of state and federal laws and regulations, and ethical conduct of employees and public officials.

Personal Activities
Dr. Hines is a member of Ansley Baptist Church and serves as the Adult Sunday School Teacher.
He is a member of the Pike County Cattlemen’s Association, the Alabama Cattlemen’s Association, and the National Cattlemen’s Association, and serves as a volunteer consultant to the Board of Directors of the Pike County Cattlemen’s Association.
He is a former Professional Rodeo Cowboy and is a Wrangler Professional Rodeo Judge (inactive) and rodeo announcer. He was selected in 2006 to announce the Alabama State Finals of the Wrangler Division of the Alabama High School Rodeo Association. He also serves as Team Advisor for the Troy University Intercollegiate Rodeo Team.
Since 1999, he has served as the sound technician for Homeward Bound, a professional Southern Gospel Quartet from Troy, Alabama.
