Dr. Hal W. Fulmer
Associate Provost
Dean of Undergraduate and First Year Studies
Dr. Hal Fulmer is the Associate Provost and Dean of Undergraduate and First Year Studies for Troy University. Among his responsibilities, he chairs the Faculty Development Committee and serves as the Division of Academics' liaison to the Undergraduate Academic Council. He is a member of the Academic Steering Committee.
In 2011, his duties as Dean of Undergraduate Studies were expanded to incorporate First Year Studies and oversight of the Troy Campus Student Success Center as well as the University Orientation course (TROY 1101) and the University's Quality Enhancement Plan, which is a component of its accreditation with the Southern Association of Colleges and Schools-Commission on Colleges. He served as Interim Dean of the College of Arts and Sciences in 2010-2011 during a time of transition in the search for a permanent Dean of the college.
Dr. Fulmer is a Florida native who grew up in Albany, Georgia, where he graduated from then-Albany Junior College (now Darton College) earning an Associate degree in Journalism. Dr. Fulmer earned his Bachelor's degree in Communication Arts/Public Relations from Georgia Southern College and his Master's Degree in Speech Communication from the University of Georgia. He earned his Ph.D. in Rhetorical Theory and Criticism from Louisiana State University.
He was appointed Dean of the College of Communication and Fine Arts at Troy State University in August 2002 and served in this role until 2005. In 2004, he was named Associate Provost and added the title and responsibilities of Dean of Undergraduate Studies in 2005.
Dr. Fulmer has co-authored a workbook on public relations and authored and co-authored more than 100 articles, conference presentations, chapters and reviews. He has also presented more than 500 workshops, lectures and speeches on a variety of communication-related topics. At Troy University, he has taught courses in journalism, speech communication, leadership studies and the University Honors Program.
His wife, Judy, serves as Troy University's Director of Sponsored Programs. They have one son Jonah, who is a student at the University.
