Department of Policy Studies Faculty

Dr. Al Bavon, Chairperson

Unlike most other interdisciplinary programs, the Policy Studies Faculty teaches full-time in the Department of Policy Studies, while conducting research at the Center for Policy Analysis. Students who enroll in Policy Studies courses will be taking courses taught by nationally and internationally recognized faculty, who have published numerous books and articles on a wide range of public policy issues. The Policy Studies Faculty has years of experience in public policy consulting for federal, state, and local governments, private business associations, presidential commissions, congressional committees, educational agencies, and non-profit organizations and are highly rated by students for their friendly teaching styles and knowledge of their subject matter.

Clyde W. Barrow (Ph.D., Political Science, University of California, Los Angeles), Chancellor Professor and Director, Center for Policy Analysis (www.umassd.edu/cfpa), specializes in Massachusetts public policy, policy formation, and regional economic development. Dr. Barrow teaches courses on Introduction to Policy Studies, Public Institutions and Policy Process, Theories of Policy Formation, Public Policy in Massachusetts, Political Economy of Massachusetts, and Applied Policy Research.

Al Bavon (Ph.D., Public Administration, Florida State University), Associate Professor and Chairperson, specializes in public management, performance and productivity measurement, public policy analysis, and program evaluation. He previously worked in State government in Florida and taught at the University of North Texas prior to coming to UMass Dartmouth. He teaches courses on public management, statistical analysis, performance measurement, and program evaluation.

Devon Lynch (Ph.D. Economics, University of Colorado, Boulder ) Assistant Professor, has a joint appointment and teaches both in the Department of Policy Studies and the Department of Economics. He has interest in applied microeconomics, particularly in the field of public and labor economics and his research focus is on enterprise zone programs. He previously taught at the University of Denver, in the Institute for Public Policy Studies. He currently teaches microeconomics, and state and local public finance.

Shawna E. Sweeney (Ph.D., Political Science, Binghamton University), Assistant Professor and Senior Research Associate, Center for Policy Analysis, specializes in women’s public policy issues, human rights policy, and globalization policies. Professor Sweeney teaches courses on Introduction to Policy Studies, Globalization and its Impacts, Environmental Consequences of Globalization, and Women’s Human Rights.

Gail Russell (EdD, Nursing Executive Role, Columbia University; MS, Community Health Nursing/Administration, Texas Woman's University). Dr. Russell teaches courses on the Health Care System and Health Policy.

specializes in 20th century American urban history, social movements, race relations and social policy.

Susanne G. Scott (Ph.D., Management, University of Cincinnati), Associate Professor of Management, specializes in individual, group, and organizational identity, project team effectiveness, and workplace justice. Luther Wallin (M.R.P, University of Massachusetts Amherst), Professor of English, and Senior Research Associate, Center for Policy Analysis, specializes in environmental and conservation policy and environmental journalism.

Adjunct Faculty

The Department has a number of adjunct faculty who teach both graduate and undergraduate courses for the Policy Studies Minor and the Master of Public Policy program.  Adjunct faculty are selected for their combination of academic credentials, teaching ability, and pratical experience in the real world of policy making and public management.

Carnell Jones, Jr. (M.S., Public Administration; Ed.D., Educational Leadership, University of Missouri - Columbia), University Registrar, University of Massachusetts Dartmouth, specializes in education policy and policy implementation and evaluation. Dr. Jones teaches Introduction to Policy Studies.
