Dr. Norman Kaufmann

As Associate Provost for Academic Budget, Norman Kaufman has university-wide responsibilities relating to the planning and budgeting process for academic programs across FAU's multiple, partner campuses and for assisting the Provost in coordinating academic support functions such as university libraries, enrollment management, and institutional effectiveness. He joined Florida Atlantic University in 1995.

Kaufman came to FAU from the State University of New York at Binghamton, where he served as Associate Provost for Planning and Budget and, earlier, as Director of Institutional Studies and Analysis. Previously, he held the position of Director of the Information Clearinghouse Program at the Western Interstate Commission for Higher Education (WICHE), a regional, interstate compact dedicated to improving access to higher education and to promoting effective state policies governing university systems. Prior to that appointment, Kaufman held positions in academic planning and budgeting at the University of Utah and at Syracuse University.

A native of Brooklyn, New York, Kaufman received a bachelor's degree from Harpur College of the State University of New York at Binghamton, and a MPA and PhD from Syracuse University where he was a Maxwell Fellow. Kaufman is the author of numerous articles related to educational planning and policy development, including the influential analysis of high school graduation and college enrollment patterns, which identified the demographic cycles of "boom and bust" that challenged state policy-makers and university administrators to recognize the shortcomings of enrollment-based funding models.
