Dr. Khi V. Thai has taught since 1978. His expertise is in public budgeting, financial management and public procurement. As shown in detail below, he is (1) editor of 3 academic journals; (2) Editorial Board member of 8 other academic journals; (3) author or editor of 12 books; (4) author or co-author of 41 referred articles, and 12 non-refereed articles and technical reports; (5) author or co-author of 22 book chapters; (6) editor or co-editor of 17 academic journal symposia; and (6) principal investigator of numerous grants/contracts. In addition, he has served as director of the Bureau of Public Administration at the University of Maine, Director of the School of Public Administration at Florida Atlantic University, and founder and former Director of the Public Procurement Research Center at Florida Atlantic University. He organized a variety of training programs, particularly international training programs. Most recently, he has provided technical assistance to the South Florida Water Management District, the Government of Sierra Leone, Uganda, Bulgaria, Columbia, the Federal Government of Canada, United Nations, and Inter-American Development, in the area of procurement reforms, procurement integrity and international procurement.

In 2004, Professor Thai initiated the International Public Procurement Conference.  The conference is intended to be a forum for practitioners and researchers from developed and developing countries (1) to share and to advance knowledge, innovation and best practices in public procurement; and particularly (2) to build a global network for practitioners and researchers.  To achieve this goal, he created a website ( www.IPPA.ORG) where all papers presented at previous conferences are posted.

In 2008, he received the "Distinguished Service Award" from the National Institute of Governmental Purchasing, Inc., a national professional association. This professional organization has created the "Khi V. Thai Researchers Awards" program that presents best researcher awards at its annual forum.

Consultancy and Training Experiences:

Consulting services provided to Sierra Leone, Canada, Uganda, Colombia, and various state and local governments in USA, Government Finance Officers Association (as faculty advisor), National Institute of Governmental Purchasing (as faculty member of the Research Committee, and Education Committee), and Universal Public Procurement Certification Council (as an academic member of the Governance Board).

Training various national and international programs including the most recent one, Miami-Dade County Government (2006-2008), and Bulgaria Procurement Monitoring and Performance Study Tour (July 2006), Government of Columbia’s vendor manual and seminars (2006-2007).

Consulting Experiences:

Provided numerous consulting services to state and local governments in USA and several other countries, including China (1989), Belarus (1998) etc.  Most recently, involved in the following:

  • Sierra Leone (December 2003): To provide consulting services to UNDP’s Inter-agency Procurement Services Office (Denmark) in a procurement reform project in Sierra Leone, funded by the World Bank and United Nations. To analyze and procurement problems of the central government of Sierra Leone, and to recommend procurement reform and procurement capacity building.
  • Canada (May 2004): To provide consulting services to the Parliamentary Secretary’s Task Force Government-wide Review of Procurement. To present and discuss issues related to procurement problems of the government of Canada, and government-wide procurement.
  • Government of Uganda (2005-06): To provide consulting services to a USAID-funded National Public Procurement Integrity Survey.
  • Government of Colombia (2006-2007):  To prepare a manual and deliver six seminars on “how to win government contracts in USA” in six cities in Colombia.

Presented papers (at least a paper/year) at annual conferences of a variety of professional organizations including ASPA, SECOPA, Teaching Public Administration, Government Finance Officers Association, National Institute of Governmental Purchasing, International Purchasing and Supply Education and Research Association, International Research Study of Public Procurement, and International Public Procurement Conference. Many papers were presented since 1979

-     Organized two conferences, PATNet and Teaching PA Conferences in 2000.
-     Initiated and organized the 1st International Public Procurement Conference, held in Fort Lauderdale, FL, in 2004.
-     Co-chairing, the 2nd International Public Procurement Conference will be held in 2006 in Rome, Italy.
