EfficientGovNow 1.0 Case Studies - Executive Summaries
The Center has released Executive Summaries for a series of eight case studies it is preparing on local government collaboration in northeast Ohio. The collaborative projects addressed in the case studies were proposed by eight finalists in the Fund for Our Economic Future's (FFEF) Efficient Government Now (EGN) Round 1, which took place in 2009. Each case study focuses on a different kind of inter-governmental collaboration, and each is intended to document progress made by these collaborative projects between the fall of 2009 and the fall of 2010. Seven of the eight finalist collaborations are moving forward with their proposed collaborations, in spite of the fact that only three of them received grants from the EGN program.
Some of the collaborative projects have made substantial progress during the one year time frame covered by the Executive Summaries. Mahoning County's "Rollin on the River" economic development website is up and running on the web, and the three public health departments in Summit County are now merging. In addition, the Stark County Planning Commission has made substantial progress on a project to map storm sewers across multiple jurisdictions and this will allow them to comply with an unfunded mandate more efficiently than if the jurisdictions had mapped the storm sewers on their own. And these are just three of the EGN 1 finalist projects that are underway.
By exploring and explaining the issues associated with each of these projects, we hope to help accelerate learning curves for local governments that are now seeking to undertake similar projects. The Executive Summaries highlight main ideas and discussion points that local governments can consider as they develop their own collaborations. In making these case study Executive Summaries available, the Center and the FFEF are trying to provide real life examples of collaborative efforts for use by other communities.
The final Case Study document in its entirety is set for release during Summer, 2011. Through research and interviews with key personnel involved in the projects, the goal of the case studies is to analyze the process from the earliest stage of developing an idea, through the planning and implementation, to the end result.
