Welcome to the Center for Public Policy and Health’s (CPPH) official website. Formerly known as the Center for Public Administration and Public Policy, the CPPH’s mission is to conduct research to develop and improve public policies aimed at enhancing the public’s health, and to provide targeted assistance to public, non-profit, and private sector organizations.
The CPPH, through its experienced staff and affiliates, continues its thirty year tradition of serving as a resource to public, non-profit, and private sector organizations in Ohio and around the country. While the Center works in a variety of policy areas pertinent to health, the environment, and community well-being, it is continuing its research and facilitation work on intergovernmental collaboration and environmental policy while expanding its work on improving public health in Ohio and beyond. The Center is housed within the College of Public Health’s Health Policy and Management Department in 126 Lowry Hall on the Kent State main campus. The Center has recently released a report analyzing the consolidation of Summit County’s Public Health Departments into a single agency: Summit County Public health (SCPH). The Akron Health Department, Barberton Health Department, and the Summit County Health District became one organization on January 1, 2011. The Center’s analysis focused on the challenges, opportunities, and outcomes of the consolidation one year later.
Kent State University’s Center for Public Administration and Public Policy has followed eight collaborative projects for the past two years, conducting extensive interviews and collecting information throughout the collaborative process. Through this and other research, the Center has produced a large body of information on the benefit, costs, and barriers to initiating collaboration, as well as the lessons participating communities have learned. - Kent State and Area Health Departments Awarded Grant to Improve Public Health Services Kent State University and three health departments in Portage County, Ohio, are pleased to announce receipt of a $125,000 grant from the Robert Wood Johnson Foundation to explore how “cross-jurisdictional sharing” can enable greater protection and promotion of public health. - Posted Feb. 21, 2013
- Kent State’s College of Public Health Establishes a New Practice Office and Research Center Kent State University’s College of Public Health has established a new Office of Public Health Practice and a Center for Public Policy and Health, two externally focused college units that offer services to health departments, hospital systems, government agencies and non-governmental organizations. - Posted Jan. 25, 2013
- College Studying Effects of Health Department Consolidation The college has a major new assignment to evaluate the effects of consolidation on 12 recent Ohio health department mergers in a study funded by the Robert Wood Johnson Foundation. The project is collaboration between Kent State and the University of Arkansas for Medical Sciences, under the Ohio Research Association for Public Health Improvement (RAPHI), which was organized by Case Western Reserve University. - Posted Oct. 31, 2012
- CPAPP Releases Case Studies on Northeast Ohio Collaborative Efforts The Center for Public Administration and Public Policy (CPAPP) has recently released eight case studies on intergovernmental collaborative efforts in Northeast Ohio. - Center Affiliate Brian Kelley Recognized on State Level, Portage County on National and International Level An Affiliate to the Center for Public Administration and Public Policy, Brian Kelley is the Chief Information Officer at Portage County, Ohio and is responsible for the County’s Information Technology operations. - Center's Director Published Book on State Water Programs Dr. John A. Hoornbeek has recently published the book, Water Pollution Policies and the American States: Runaway Brueaucracies or Congressional Control through SUNY Press. This book provides a comprehensive treatment of American water pollution policy, including its history and implementation, as well as ideas for policy reform. - Posted Aug. 25, 2011
- Report Released: Measuring Water Quality Improvements: TMDL Implementation Progress, Indicators, and Tracking Total Maximum Daily Loads (TMDLs) set the amount of pollutant that a water body can receive and still comply with water quality standards. Released in late June of 2011, Measuring Water Quality Improvements: TMDL Implementation Progress, Indicators, and Tracking expands upon the findings published in the Center’s 2008 report, Implementing Total Maximum Daily Loads: Understanding and Fostering Successful Results. - Posted Aug. 25, 2011

- CPAPP Develops Northeast Ohio Local Government Collaborative Inventory Intergovernmental collaboration provides opportunities for cost savings, economic development and local government service improvement. Kent State University’s Center for Public Administration and Public Policy has developed a comprehensive inventory of more than 240 collaborative projects that are actively happening or are being explored as ideas for possible implementation in Northeast Ohio. - Posted Aug. 24, 2011
