Vincent W. Clark
Vice President for Administration and Finance
Prior to joining Lehman, Mr. Clark was the New York City Department of Education's Senior Chief Executive for Field Services, as well as Chief Executive Officer for the DOE's Community Learning Support Organization. In these capacities, he supported 270 schools organized into ten networks located in all five boroughs. Network services to schools included assessment, student achievement, youth development, special education, safety, health, budget, human resources, facilities, data/I.T., and transportation. Previously, he helped to establish the Integrated Service Centers that provided business and ancillary support to all 1,400 schools in the system.
Altogether, Mr. Clark has more than 20 years of leadership experience in providing comprehensive business and administrative services to NYC public schools. He began working for what was then the Board of Education in 1980 as an assistant accountant and rose to various positions in the Chancellor's Office and the Budget Office, including Special Assistant to the Director of the Office of Budget Operations and Review, before being named as Director of Operations for the Division of Special Education. He then served for seven years at the NYC Health & Hospitals Corporation, beginning as Associate Executive Director of the City's Emergency Medical Services (EMS) and rising to Deputy Executive Director of the Harlem Hospital Center.
Returning to the current Department of Education, Mr. Clark worked directly in the Bronx, as Deputy Superintendent of Operations in District Nine and then as Executive Director of the Bronx Regional Operations Center, before moving to executive positions in the Central Office.
A graduate of both LaGuardia Community College (A.S.) and York College (B.A. in political science), he received his master's of public administration degree from New York University.
