Individuals can transfer to other jurisdictions within 1 year after the effective date of layoff. The impact of reductions-in-force can be minimized when such transfers are made as a pre-layoff action.
Program Allows State and Local agencies to reduce time and cost of recruitment and testing- Agencies can hire experienced employees that already hold permanent civil service status, resulting in less time and money spent in the recruiting and hiring process. Also, experienced employees will eliminate the need for initial training.
