An Agency seeking to purchase goods or services through a Federally-Based Contract may proceed when it demonstrates one (1) or more of the following:
Note: If the goods or services are not available under State contract and are within the Agency's DPA, then the Agency must follow the process for DPA purchases as set forth in the DPA Circular. Federal Supply Schedules may be used as a resource for identifying and seeking the required three (3) DPA quotations.

Term Contracts that begin with a “G” signify that the contract is a Federally-Based contract.

GSA eLibrary ( www.gsa.gov/elibrary) is the online source for the latest contract award information for GSA schedules, access to information on millions of supplies (products) and services, links to contractor websites, email addresses, and text files containing contract terms and conditions, identification of schedule contractors participating in Cooperative Purchasing and/or Disaster Recovery Purchasing.
eBuy, ( www.gsa.gov/ebuy) a component of GSA Advantage!®, is an online Request for Quotation (RFQ) tool. eBuy is designed to facilitate the request for submission of quotations for a wide range of commercial supplies (products) and services under the following acquisition vehicles. State and local government entities may use eBuy to post RFQs for GSA Schedule supplies and services under the Cooperative Purchasing Program and the Disaster Recovery Purchasing Program.
VA manages nine (9) supply schedules containing commodities, pharmaceuticals, and services, for use by VA medical centers, related facilities, specific State Veterans Homes, and other federal facilities.
